The World Bank publishes an annual survey where they compare the business environment across countries, and in the 2016 survey Finland, Germany, and Netherlands moved lower in the ranking but Portugal, Italy, and Greece moved higher, pointing to some convergence between the core and the periphery in Europe, see table below. In other words, the distance between the best performing and the worst performing countries in the euro area seems to be shrinking.
